Evacuation of Persons during ESs, Preparedness of Citizen to Survival

The subject of my bachelor thesis is „Evacuation of Person during ESs, Preparedness of Citizens tu Survival". In my thesis I characterize the present state in the described area. I used informations from the special literature and websites and then from my practical experience from my profession of rescuer. In the first part of my bachelor thesis I am engaged in basical items of history of Citizen Protection from Emergency Situations with details concerning the evacuation and emergency survival. Then I mention legislative regulation, laws and instructions connected with this problem and I try to bring analysis of the present state. In the chapter Emergency Situations I mention possible exposures of citizens in the Czech Republic, in which the evacuation is needed and I indicate the particular examples of these situations. Thereinafter I decribe the activities and duties of authorities and Integrated Emergency System as the mean subjects responsible for the evacuation and emergency survival of citizens. In the second part of my bachelor thesis I give a summary of the evacuation in the most important points: its provision, the ways of realization, problems of emergency survival. I mention my own ideas including recommendations of citizens. In the practical part I value the results of survey aplicated on the small specimen of citizens in my place of living. In the survey I examine knowledge of citizens relating to the subject of my bachelor thesis. In the conclusion there is a suggestion of evacuative bag by my own conception.
The degree of preparedness of the population for emergency survival

Awareness and readiness of people during emergency survival is a issue, which is not as easy to fix as it can seem on a first sight. Lifestyle and the ability of people to get their food resources is very different then it was before year 1989. As the society grows in a global and modern way, the level of independence is decreasing. All services, products and foods are within our arm's reach. We can state, that we live in a time of affluence - for now. This began to change rapidly two years ago, when the pandemic started or the corona virus as we know it. Many households have realized, that during quarantine they are dependent on their friends and family, because without shopping food, they wouldn't endure longer than 10 to 14 days. The corona virus epidemic wasn't the only test during the last two years that a lot of people had to go through. Another catastrophes were large floods, recent tornado in Moravia or ongoing safety threat in Ukraine. Another ongoing catastrophe is large wild fire in Bohemian Switzerland. This wild fire is a threat to properties, health and life to people and animals, but also protection of national park Bohemian Switzerland. This rapid downhill during last few months is a clear indicator, that the situation on our continent is shifting. Therefore population should slowly return to a partial independence, because if someone wouldn't do this in time, they might pay the highest price in the future. The issue of awareness and readiness of population for emergency survival based on author's research is very low. New generation is dealing with completely different habits, than our grand parents and great grand parents. Therefore author decided to do her own research and it confirmed her assumption. Result of the research confirmed, that actual readiness of population for emergency survival in crisis situations or catastrophes is truly very low. Author of these results got her answers based on her own research through electronic questionnaire. 555 households answered this questionnaire and 1188 individuals showed their interest. Another results of this test is, that if we compare our generation or generation of our parents, results are almost zero. Although results confirmed, that there is a huge difference in generation of our grand parents. Awareness of population in general across generations is on better level, however readiness is low as many people and households won't admit any catastrophes. Even though last few events show something else. Author decided to choose a questionnaire survey and based on these results do an examination and assessment of the level of readiness of the population for emergency survival. As another goal of the thesis the author processed basic characteristics of emergency survival of individuals or households. This characteristic can partially help novices to get prepared for upcoming situations. In foreign countries they use words as prepper or survival, which describes someone who is getting ready for extraordinary events or crisis situations. This basic characteristic can help people to gain knowledge and increase protection. This knowledge can also increase their safety. Because most of household consist from more than one individual, it's important to learn again how to safely take care of their own and their close ones. We mustn't depend on others or on the country to take care of us. It is needed to partially get back to our roots, knowledge and skills from our ancestors. We never know when we can benefit from these experiences or when they can even safe our lives. Result of this thesis is to lead respondents to change their way of thinking about this issue of emergency survival. Goal wasn't to scare or convince respondents, however to point on certain situations that could happen, so that they can prepare better.
Readiness seats replacement and emergency accommodation for the needs of the targeted population groups

The main purpose of providing social services is to create standard living conditions for meeting the basic needs of people who need this form of support, whether they are disabled or mentally ill. This bachelor thesis focuses on the preparedness of places of alternative and emergency accommodation for the needs of specific groups of the population. Selected groups of the population are people with disabilities, the chronically or mentally ill or people with reduced self-sufficiency. The bachelor thesis is divided into theoretical and practical part. In the theoretical part, I deal mainly with the explanation of the main concepts and terms necessary to clarify the research question. The main issue addressed in this section is evacuation and its division, especially object evacuation, because evacuation is an important part in dealing with emergencies that preceded emergency accommodation. A large part of the theoretical work is referred to Act No. 108/2006 Coll., on social services. Furthermore, in this section I dealt in detail with the types of social services and facilities in which social services are provided. I defined these issues for me, i.e. for specific groups of the population, and I described these facilities in detail. In the last part of the theoretical part, I dealt in detail with the definition of specific population groups for which I conducted my research. In the practical part, I deal with the research question, and that is how the Domov Ždírec is prepared for the emergencies. During the research, I asked both the responsible head of the facility in Ždírec and the head of the Department of Civil Protection and Crisis Management of the Fire and Rescue Service of the Vysočina Region to find out which contractually bound facilities and entities Domov Ždírec cooperates in emergency accommodation. I continued to analyze the objects used for the primary solution of emergency accommodation according to the Combat Rules of the Fire Protection Units to determine whether they meet all its criteria and, if necessary, to suggest another possible alternative. According to my research, I evaluated that the existing object destined for this purpose is the most suitable of the objects that appeared to be possible variants. Both in terms of combat regulations and practicality as such.
Population Protection Measures for Natural Flooding in Selected Municipalities of the South Moravia Region and the Zlín Region

The Master's thesis focuses on the issue of flooding and population protection against floods. The theoretical part deals with the characteristics of flooding and its types and it describes the Morava river basin and the Dyje river basin. It also characterizes flood protection, flood management authorities and measures to protect the population. The practical part analyses digital flood plans and preparedness of selected municipalities of South-Moravian and Zlín region for natural floods. The aim of the thesis was to evaluate and analyze measures taken to protect the population in the event of natural floods taken in selected municipalities of South-Moravian and Zlín region according to applicable documentation and to assess preparedness of the selected municipalities for natural floods. The aim of the thesis was achieved through the analysis of digital flood plans of individual municipalities and subsequent calculations of their preparedness for natural floods. Preparedness of the municipalities was evaluated based on the measures selected to protect the population, that is warning, evacuation and emergency survival. These measures are essential for protection of health and life of citizens and for subsequent helping citizens during the floods. Individual measures are defined in municipalities' flood plans. Calculation of preparedness of individual municipalities was carried out using the scoring method, one of the methods for multi-criteria decision making. After having processed all the results, preparedness of most of the selected municipalities can be classified as sufficient. Preparedness for natural floods and particularly completeness and up-to-dateness of flood plans is the responsibility of competent flood authorities. These should incorporate the outcomes of the thesis in their flood plans.
Preparedness of the population in the selected city to survive the crisis situation

Every day, the people can encounter a danger, which represents for them unexpected situations, such as various catastrophes, natural disasters, traffic accidents, or disasters accompanied by hazardous substances leakage. The emergence of crisis situations is mostly fast, unexpected, and in most cases these situations can't be averted before they hit. To alleviate the aftermaths of extraordinary events or crisis situations, the population preparedness is essential, mostly for them to know how to behave in such situations and help themselves and their close ones. The aim of the thesis was to find out the level of the preparedness of the residents of České Budějovice to survive a crisis situation and then compare the individual age categories. The level of preparedness was found out by a questionnaires and the results were then evaluated by the means of descriptive and mathematical statistics. The questionnaire consisted of 25 questions, 16 of those questions were subjects to a statistical inquiry. The research set was formed of 466 residents of České Budějovice, who were then divided into individual age categories. The evaluation of the stated hypotheses was achieved mainly by the means of descriptive and mathematical statistics. The first hypothesis, claiming that the residents of České Budějovice are prepared for surviving a crisis situation, couldn't be accepted, because from the results of the statistical inquiry is apparent, that the preparedness of the residents is on a low level. However, the least prepared are residents aged 35 years and less, so the second hypothesis could be accepted. This master thesis can serve as a study material, which could be useful for further research in the field of preparedness of the residents of České Budějovice for an extraordinary event or crisis situation.
Versatile securing of evacuated population of the village in terms of emergency survival

The Bachelor thesis deals with the issue of comprehensive security evacuated population in the territory of the municipality in terms of emergency survival. Emergency survival represents a set of measures, which are applied in order to minimize the negative impacts of emergencies and crisis situations on the population. The most important and fundamental measures in the field of emergency survival is emergency accommodation, which is governed by methodological sheet No. 8/Ob Accommodation evacuees, Emergency accommodation (on sheet No.8/Ob). In the place of the emergency accommodation occurs to the implementation of the other measures of emergency survival. Sheet No.8/Ob is a default document, where is defined the place of emergency accommodation, set individuals perequisites, requirement and recommendations. The theoretical part focuses of the defining the concept of emergency survival, along with the related concept of the terminology of the protection of the population. Individual measures of the emergency survival consist of emergency accommodation, emergency food supplies, emergency of drinking water supplies, emergency basic services to the population, the emergency energy supply, the provision of humanitarian assistance. The above measures are the contents of the emergency plan in the section plans for concrete actions emergency survival plan. For processing was set the following target. Asseess the effective security of emergency survival of the population in the municipality Týn nad Vltavou. The risk analysis of the municipality Týn nad Vltavou lists as the biggest threat to the risk of flooding, which subsequently leads to the evacuation of the population. Flood plan includes 2 objects, one of them is home for youth belonging to the middle vocational school, whose owner is the region of South Bohemia and next one object is a hotel in ownership. Of these objects only home for youth has a dining facility. On the basis of familiarity with the situation in Týn nad Vltavou occurs to a finding that it is not appropriate for the object processed documentation space accommodation evacuees. For this reason, there is a Contact Manager crisis Department ODA Týn nad Vltavou (hereinafter reffered to as the head of the Department) with a proposal to identify the object of the educational establishment in Týn nad Vltavou, which could be used as a place of emergency accommodation. The head od the Department has approved the object of the educational establishment, which is the Elementary school Hlinecká in Týn nad Vltavou (hereinafter reffered to as the ES Hlinecká). The results section contains the introduction to the municipality Týn nad Vltavou, the map representation, along with specifying the location of ES Hlinecká in Týn nad Vltavou. Subsequently, the work focuses on reconnaissance object ES Hlinecká with the description of the ES Hlinecká campus and individual floors. On the basis of documentation processing, emergency accommodation places ES Hlinecká were compared the information obtained and the draft arrangement with the necessities of a methodological sheet No.8/Ob. On the basis of this comparison, I come to conclusion that the ES Hlinecká in Týn nad Vltavou meets conditions laid down the methodological sheet and is therefore suitable as a place of emergency accommodation. This finding leads to the fulfillment of the establishment objectives and answer research questions, as they are now on the territory of the municipality Týn nad Vltavou 3 highlights objects that can serve as emergency accommodation places, in which they will be implemented further measures of emergency survival. Documentation of the accommodation on the basis of which was drawn thesis has the potential to improve the plan for emergency survival in Tyn nad Vltavou and for the purpose of teaching material which can serve as guidance for documentation accommodation.

Logistics and activities by local governments aimed at protecting the population

Growing natural disasters, catastrophes, indrustry accidents, mass disasters and dangter of usingt modern technologies are reason for serious crisis situations when huge damages arise and there are also human victims in these affected areas. Above all local authorities and integrated rescue system give the first aid to the poeople there. Logistical operations are used to mitigate the impact of this crisis situations too. Also the thesis has got a purpose to find out and evaluate the security of population´s protection in communities with extended activity Tábor, Soběslav and Jindřichův Hradec, to find out their readiness and in this way to confirm or refute the research question. It was determined as follows: Is logistic and its acivities determined to secure the people in chosen communities with extended activity sufficient to manage crisis situations and emergencies? Nowadays huge attention is paid to population´s security. In the theoretical part of the thesis the necessary terminology is defined which goes through the whole work. Individual chapters are dedicated to the description of local government units and solutions of emergencies. In other capters the security of population is described there are legislation of warning, hiding, evacuation, emergency survival and demarcation of integrated rescue system. Logistical problems are described, its historical progress and in particular chapters there are logistical goals, logistical activities, logistic and population´s security.There is also defined a role of State fuel reserves, units of the volunteer firefihters and non governmental non profit organisations. Methodics of this thesis consisted in assemby of literary sources regarding given issues. Then legislation in force of the Czech republic was used. By processing the internet sources were used too above all to access to legislation in force in full and then oficiall websites of Home office of the Czhech Republic, State fuel reserves, Central government authorities which deal with given issues. Qualitative research where technical, material and financial security was regarded in chosen areas was used in this thesis. Structured interview with emergency managment personnel of communities with extended acivities were used for obtaining data where activities implemented within the municipality werwe observed not in terriorial scope of the commuinity with extended activity. For finding the state of readiness if the activities aimed at protection population in chosen communities are sufficient the comprehensive index of readiness was chosen. Subsequently analysis and comprasison of the issues were made. Based on the evaluation the recommendation for improvement of readiness of the chosen communities were suggested at the and of the thesis. Then own conclusion of the thesis inform about fulfillment of the stated objectives and based on results said in this thesis about positive answer to given search question.
The use of non-governmental organizations in organizing emergency survival and humanitarian aid in crisis situations on the South Bohemian Region

Non-governmental organizations are not completely defined terms in Czech legal system. It is a stable name combining several different organizations that are not established by the state and are designed to charitable activities or non-profit activity for private benefit. There are some of these organizations on the South Bohemian Region that are involved in the action in crisis situations in the form of such organization emergency survival and humanitarian aid. Use of non-governmental organizations is currently treated in the South Bohemia Emergency Plan and the South Bohemia Crisis Plan. This work aims to define the concepts of non-governmental organizations, emergency survival and humanitarian aid and to assess whether it is currently using Non-governmental organizations for emergency survival and humanitarian aid in crisis situations of the Region at a good level. In the first part of the thesis are defined on the basis of statutory regulations basic types of non-profit organizations and civic associations, charitable organizations, foundations, endowment funds and special purpose equipment registered churches and religious societies. In the description of non-governmental organizations, the work focuses on the conditions of their formation and their organizational structure. Further, the first part deals with the actual crisis management and crisis situations, which are the state of danger, state of emergency, state of jeopardy, state of war. It describes the conditions of their publication and persons who are responsible for this. Furthermore, in the section on crisis management discuss terms of emergency survival and emergency humanitarian aid, which are areas in which lies a large share of the work of non-governmental organizations in addressing the crisis. Shortly author in his thesis describes the sector of emergency survival. Given that the management of emergencies and crisis situations are currently drafting of legislation, which, inter alia, the duty to county emergency management authorities to draw up the documents that describe the content of their individual actions for the event of an emergency and crisis states, bachelor thesis describes two of these basic documents. These are the emergency plan and crisis plan, In the case of the emergency plan of the region is to be noted plans of specific activities, among which is this bachelor thesis essential emergency survival plan. In the second main part of the thesis is an overview of non-governmental organizations in the South Bohemian Region that are able to participate in solving emergency survival and humanitarian aid. The text describes the different non-governmental organizations in the South Bohemian Region and further described their contribution in organizing emergency survival and humanitarian aid. Along the way structured interviews with representatives of non-governmental organizations described in South Bohemia, information was obtained on the possibilities of these organizations if the organization survival and humanitarian aid in crisis situation in the South Bohemian Region. Furthermore, this thesis in the second part deals with the panel of non-governmental organizations, which is a platform for cooperation of non-governmental organizations and South Bohemian County in crisis situations. On the basis of the research is to compare the current use of non-governmental organizations in South Bohemia in resolving crisis situations with the options selected non-profit organizations. The whole work is based on research questions whether the use of non-governmental organizations in organizing emergency survival and humanitarian aid is currently at a good level. When the development was going out of statutory regulations, literature and research, which was spoken through structured interviews with representatives of selected non-governmental organizations and emergency management authorities in South Bohemian County.
Comprehensive measures for emergency survival of the population during the floods

Complex measures for emergency survival of population in floods Emergency survival ranks among the main measures in the field of population protection, involving a complex of activities carried out to guarantee the survival of population affected by an extraordinary event or a situation of a crisis. It usually builds on an evacuation from the areas affected. This diploma thesis sets out to explain the emergency survival, and evaluate whether the current state of its safeguarding is sufficient, especially during floods. The first chapter contains the basic term, the individual measures and describes the floods including protection against them. Further it provides a brief list of legislation concerning these questions including the Population Protection Concept. The following chapters directly focus on the emergency survival plan as well as the flood plan, in which their individual parts are described. The outcomes compare the entire matter with the measures adopted during the floods in the municipality of Vodňany in 2009. The whole thesis is based on the hypothesis that safeguarding the emergency survival is sufficient.
